Although the infrastructure of the PMO can vary, the functions performed at the PMO are typically the same across projects. The processes used are the same as those described in other sections of this Guide. However, when performed by a PMO, these processes provide a consolidated perspective to both customer and consultant management. We maintain-

Financial Planning and Reporting – The PMO produces a consolidated financial plan using each project’s tracking data, as well as estimated costs and revenues for anticipated projects during the year. Related activity includes tracking and reporting on financial data, prioritizing and approving projects and creating and submitting budget requests.

Contracts and Subcontracts Management – The PMO coordinates and manages all contracts -- including subcontractor contracts -- with specialized contract management resources.

Project Infrastructure Management – The PMO coordinates operational procedures and project environments, including obtaining workspace, creating document standards and procedures, implementing tools and LANs and providing office support.

Project Organization and Staffing – The PMO is responsible for deriving an overall resource plan from the individual project plans, and for coordinating and managing these resources.

Master Work Plan and Schedule – The PMO is responsible for deriving an account level work plan and schedule from the individual project plans, and for tracking and reporting of ongoing performance.

Scope Control and Change Management – The PMO establishes and maintains a formal Change Request Process and approves project baselines.

Risk Management – Risk is assessed at the project team level and managed at the PMO to include identifying potential risks, assessing total account exposure and monitoring plans.

Cost/Schedule Performance Management – The PMO ensures that no work is undertaken until planned and approved by implementing project tracking and status reporting processes. The PMO also monitors team progress to plan, and summarizes and communicates accomplishments.

Data and Documents Management - The PMO is responsible for managing all project data by establishing, maintaining and disposing of project records and recording, tracking and communicating status of deliverables and collecting and maintaining processes, metrics and lessons learned.

Communications Management – The PMO develops and implements a coordinated communication plan, with the assistance of each project. This includes identifying, tracking and resolving issues and action items, summarizing and reporting on project deliverables, and addressing the communications needs of all stakeholders.

Quality Management – QM processes are established at the PMO level utilizing specialized Quality Management resources. Individual project reviews are conducted by the PMO.

Acceptance Management – All deliverables are controlled through the PMO as well as the preparation and tracking of the resulting invoices.

Managing Project Closure – The PMO monitors the close-down of individual projects continues until all projects are completed and closed.
